Permission of current employer to apply for other exams

I am a serving Govt. Servant and I was awarded a minor penalty of withholding of one increment for three years without cumulative effect. During the currency of the penalty I have applied for permission from my employer to apply for UPSC examination which was rejected citing the reason as 'penalty is current'. Now, I request you to help me out as I am a temporary Govt. servant and my penalty would be ending by 2017 and by that time I may not meet the age criteria for applying the examination. Please suggest me on further course of action as the penalty awarded is of minor nature.
