For purchasing property in India for an NRI, PAN Card is not mandatory. But if the income from investments/properties in India is taxable level, he has to file IT returns for which PAN Card is necessary.
However, better to obtain PAN Card. It will not take much time. He can send the application duly signed and scanned giving local address.
