Non appearance of accused

In NIA case, court summons were sent through registered post , accused being out of station. Letters was served to one accused and was refused by one accused as per postal tracking on internet, but no accused appeared in court on date fixed. We requested court to issue nbw, which court not agreed by not relying on postal internet reports. Please advise. How to convince court for nbw, because I know accused are very clever and they will not come to court without heavy pressure.

Obtain copy of report under RTI and file that as evidence in court.You may also request the court to send a notice server or to publish the summons in newspaper
