Neighbour not allow to put cement plaster on comon wall at his side. I am already left a margin of 1-2 inches at neighbour side for plaster. Kindly guide me, how to get done that side of plaster

I have left a margin for cement plaster at wall facing neighbours side. But still neighbour refused to get done plaster facing his side wall.
