Heir certificate is sufficient for property transfer NOC from owner association.

Legal heirship certificate is court order declaring the legal heirs of the deceased person with respect to particular property.

Is IT some society?
What is the nature of property; land/flat and under which authority say; Society, MC etc ?
It is in which state?

By the way the owners association must have already provided you with requirements as per prevailing rules/Act/Bye laws etc in situation that you are facing?

Yes Legal heirship certificate from court i with NOC from owners Association is enough for transferring the flat property..
