Fake Firm/Financial Cheating. How Convert WiTNESS to ACCUSED

Fake CAR Loan Scam..., 4Accused in FIR, 2ACCUSED Converted as WITNESS by mistake.. now before Chargesheet under which Section of Law. they can Convert as Co-ACCUSED... ?
Police atlast Agreed that they did Mistaken by thinking that they are just Employees but after investigation Police also like to Help all Complainants..
so please provide some valuable advice that in Court anybody can Presume as EMPLOYEE without a Valid Employment Contract... ?
all 4 Accused Cheated many people and atlast we Found that they all have FAKE Voter IDs and now claiming that they are innocent after Arrest....
expecting a quick HELP SIR...

im Aman yamni... one of the victim/Complainant...
FACT: Car Loan Scheme advertisement on newspapers. we signed the contract and more then 10 victim gave blank cheque of 4.5 Lacs each with them on a promise that within 1 week Car will be handover.. on driver cum owner Rental Basis for 3 years
later we found out everything they Setup on Fake VOTER ID's, from Office Rent Agreement to Fake PAN CARD ID on BANK ACCOUNTS...
1 main Accused Arrested and Managed to get out on BAIL but no Public money recovered as we Suspect Police colluded as no Investigation is done so far even after 1 year...
THE MAIN PROBLEM IS how police converted 2accused as WITNESS'S who are BUSINESS DEVELOPMENT MANAGER (before they claim to us as Business PARTNER) ... they dont have any Legal employment Contract and we gave the Cheque's to them and they give company reciepts and contract signed and now they trying to Pretend as innocent Employee..
so please give your Valuable Advices.
1. 2 Accused already mentioned in FIR.. and Police converted them into WITNESS in Remand FILE.. now is it possible to add them in Chargesheet under which SECTION of LAW as Co-Accused as well as Witness
2. opening a FAKE Company with a fake rubber stamp/ FAKE CHEQUE RECIEPT BOOKS, fake rent Agreement and Fake voter ID & PAN Cards to open 3 Bank Accounts by Main Accused and he is out on BAIL...
openly warning us that you have NO DIRECT PROOF against me so its waste to go to Court, even we will Manage Judges... please advice how to give a lesson to this kind of Criminal Mind...

1. IN FIR 2ACCUSED NAME IS MENTIONED.. LATER ON REMAND FILE.. POLICE MENTION THEM AS WITNESS AGAINST MAIN ACCUSED AS THERE IS NO DIRECT EVIDENCE (ALL ACCUSED HAD FAKE VOTER ID'S)
SO HOW POLICE CAN MENTION THEM AS ACCUSED IN CHARGESHEET ??? PLEASE ADVICE LEGAL POINT

many Thanks about valueble Adivices like,
If the charge sheet is not filed you can consult PP or APP....
In case the charge sheet if filed the court under section 319 CrPc...
i approached with this Advice to PP but he is also Helpless as he is Confused why an Accused converted to Witness by Police before submitting Chargesheet...
