Documents with registration department

i have a shop whose documents are there with the registration department since 1998. i have paid the registration fees. How do i get them back? do i have to pay any penalties?

This is unprecedented that your documents are lying with Registering Authority since 1998.You case is not clear.Please explain following"
1.What is the nature of your dox?
2.Whether it was admitted to registration by SR in 1998 or some deficiency was required to be completed e.g. less Stamps Duty,Execution defect etc etc?
If a documents is not registered within 3 months of its executed it is invalidated.If it was admitted to registration without any defect,SR has no authority to retain it in Office.He will be guilty of dereliction in duty besides other remedies to you.
Please chk up with RO Mr. Rohan.If there is no deficiency file an application for release of document.You can also file a miscellaneous application for release of ur docs before Registrar or Registrar General.Plz be vigilant about your right.If still aggrieved file RTI and get every info.
