Deputation in cpsu (ntpc ltd)

I AM A CENTRAL GOVT. EMPLOYEE UNDER THE MINISTRY OF POWER (MoP), I AM POSTED IN NTPC LTD(CPSU)UNDER THE MoP SCHEME "Hands-on-exposure/Field Posting of Central Power engineering (Group-A) Service (CPES) Officers of Central Electricity Authority (CEA) in the Central Public Sector Undertakings (CPSUs) / Other organizations "
IN THIS SCHEME it has been stated that the officer will continue to draw his salary during the three year period of hands-on-exposure/field posting from MoP/CEA and only the benefit of Housing, Medical facilities and other allowances, as admissible to similarly placed officers of the concerned organization may be provided, if the officer opts for the same. I have already intimated my opinion to NTPC Ltd.
NTPC Ltd ,intimated detail terms and condition of the posting under above scheme in which "no deputation duty allowance shall be paid to him by NTPC. Further as per extant terms of DPE guidelines, he shall not be entitled to allowances and incentives / performance related pay in NTPC".
THEREFORE YOU ARE REQUESTED KINDLY SUGGEST ME WHAT SHOULD I DO.

Indeed a novel method to benefit NTPC to save from losses to the CPE by bearing the huge burden of salary, etc., of manpower of NTPC by indirectly compensating through backdoor by the Government of India to dupe the public and the Parliament of India, as you may not be the single person deputed in the name of hands-on-exposure. There may huge number of such employees of the MOP working for the CPE without burdening the CEP.

So far as your case of deputation allowance is concerned, definitely your conditions of service would not have been to serve any organization other than the organization you were recruited. If not applied voluntarily, you should not have been forced for deputation without Deputation (Duty) Allowance. So, you must claim deputation (duty) allowance. But at first represent appropriately to get the deputation order (the very base) modified to that extent. Representations should be made to make some strong background before approaching CAT.
