Complaint and issuing of charge sheet

I was served with a charge sheet on my last working day on 28th February 2018. For an alleged malpractice in 2011. Complaint was made by my subordinate officer to vigilance bypassing higher officials. He has sent me a somewhat blackmailing sms one year back. Is this a case of harassment? Please let me know sirs.

Very vague query without description of the background of the case and the nature of malpractice on your part that is contained in the charge against you?

If made malpractice, where arises the question of harassment. If not made, that should be properly discussed before any expert arrives at some reasonable opinion on your query.

given facts show no illegality on part of department, though you have tried to hide that you are govt servant.
