Change of land-use (mumbai)

This case is from Mumbai suburban area (Andheri). A developer constructed a residential building in 1998-2000 with all approvals from BMC, ULC clearance etc. The land (300 sq mtrs) was never transferred in his name. The (original) 7/12 extract says the land was never converted to non-agricultural use. May be the conversion wasn't necessary when the developer took approvals for the building. The land has been conveyed in the name of the co-operative housing society (in 2018 thru deemed conveyance). All property taxes have been paid in full till date. In this case -
a. Can the co-op. housing society apply for change of land-use to non-agricultural purpose?
b. What is the approx. cost and process (time)?

N/A certificate is necessary before a building is constructed, you may inquire with the local tehsildar's office. It may be possible that N/A certificate was obtained at the time of submission of the building plans. For the conversion of a property for N/A use an application has to be submitted to the Collector's office, and remit the prescribed fees. The fee depends on the details of the property.

The system of conversion for NA purpose has always been in vogue in ever since the enactment of Bombay Land Revenue Code, 1879 or even prior to that.

Has anyone actually undertaken this process which is similar to the one explained in my query? Or does anyone have references of liaising professionals who do this work?

1) According to my knowledge that area is having Property Card - as land record
2) Myself not aware why in some area 7/12 and Propertry Card too are present . It may be no further entry on 7/12 is done but it is heavily misused . So check Land Record Property Card from City Survey office . This you will get by telling city survey no/survey no. /etc as per no. of entry present but generally not more than 500-1000 Rs. (even if many entries are there)
3) Last two - three years there are maximum changes in Land Revenue Code , as per my memory now there is no need to go for doing special NA , There is provision like according to area /zone they will be declaring NA where Town Planing Plan under MRTP is made . Now this procedure whether they have started or work in progress and further direction from state latest position I don't know , but Land Revenue code is amended this is sure in that direction.
4) Get property card first

Generally, position is that this is a professional job , and position in initial stage is that batsman can not predict how ball will be coming in front of him but he has to be preapred with concentration.

Similarly, in land matters, nothing can be told without getting required documents then analyzing them, there are so many types of land legally all complication done not solved yet.
So no assurance can be given on such forum proper examination is required
