Autonomous under govt

Are central government organization Under any ministry fully funded /financially supported /aided, which is not in the list of autonomous body, can they claim as autonomous body under govt.

Repeated question, already replied.

However, please discuss the real problem for appropriate answer. Otherwise, if not a full fledged independent Government department the organisation, if funded more than 50%, is always an autonomous body.
