Section : SHORT TITLE AND COMMENCEMENT

JAMIA MILLIA ISLAMIA ACT, 1988


The Jamia Millia Islamia was founded at Aligarh in 1920 during the Khilafat and Non-co-operation movements in response to Gandhiji's call to boycott all Government sponsored educational institutions. The institution moved from Aligarh to Delhi in 1925 and is being run by the Jamia Millia Islamia Society, Delhi-a society registered in 1939 under the Societies Registration Act, 1860. The Jamia Millia Islamia was declared to be a deemed University under Section 3 of the University Grants Commission Act, 1956 in 1962 because of its contribution in the field of higher education and research.

2. The Jamia Millia Islamia has been functioning as an institution deemed to be a University for the last 26 years and there has been continuous expansion of its academic programmes and other activities.

3. In order to enable the Jamia to achieve excellence in teaching, research and extension programmes, it has been considered necessary to make Jamia Millia Islamia a full-fledged Central University.

4. The Bill seeks to establish and incorporate Jamia Millia Islamia as a Central University at Delhi and dissolve the Jamia Millia Islamia Society, Delhi. -Gaz. of Ind., 23-8-1985, Pt. II, S. 2, Ext., p. 45 (No. 43).

An Act to establish and incorporate a teaching University in the Union territory of Delhi and to provide for matters connected therewith or incidental thereto. Whereas it is expedient to establish and incorporate a teaching University at New Delhi, to dissolve the "Jamia Millia Islamia Society, Delhi", a society registered under the Societies Registration Act, 1860and to transfer to and vest in the said University all properties and rights of the said Society; Be it enacted by Parliament in the Thirty ninth year of the Republic of India as follows:-

SECTION 01: SHORT TITLE AND COMMENCEMENT

(1) This Act may be called the Jamia Millia Islamia Act, 1988.

(2) It shall come into force on such date1as the Central Government may, by notification in the Official Gazette appoint.
