SECTION 08: PERSONS HANDLING HAZARDOUS SUBSTANCES TO COMPLY WITH PROCEDURAL SAFEGUARDS

No person shall handle or cause to be handled any hazardous subs- tance except in accordance with such procedure and after complying with such safeguards as may be prescribed.
