Can taxes be increased to give relief to chitfund investors

West Bengal CM has announced that 10% taxes would be increased on Cigarettes in the state to raise a fund of INR 500 Crores to give relief to the cheated chitfund investors of SARADA Group. The matter is subjudice & why only on Cigarettes. Also that the investors had invested in a private firm with the sole intention of huge profits out of their greed. Why would ordinary citizens of the state pay extra taxes for cheating done by private companies. Can I/we protest legally on the same matter in the Honorable court.
