Writ petition from high court for case disposal

There is a long running case and High Court has passed following Order.

"... learned advocate for the petitioner and having perused the writ record, in my opinion, the trial court is required to decide the suit with expedition by keeping in view the provisions made under the Karnataka (Case Flow Management in Sub-Ordinate Courts) Rules. The suit is still in the stage of deciding the issue relating to pecuniary jurisdiction. In the circumstances, the Trial Court is directed to decide the said issue with expedition and in any event within a period of three months, from the next hearing date of the suit."

It has been more than a year after the next Trail and so far no Judgement passed by the Trial Court. What is the weightage of the above statement from High Court and can the High Court be intimated for strict action?
