Registration of SETTLEMENT deed can be done only at Bangalore where the property is.

You are confused. A Will is different from Settlement. Since a Will does not attract stamp duty it can be registered any where in India. In case of settlement, since the value of property is required, it is to be executed at the place where the property is situated. Now that the governments have been maing efforts to get the deeds registered at any palce in INdia. This is yet to take some time/.
