I have recieved a power of attrorney from my child residing abroad dtaed 04-02-2012 and had it endoresed on 15-02-2012 by the District Registrar.When does the document become effective ? From the date of the document or from the date of endorsement ?

From the date of execution of the document - i.e 04/02/2012 (S.47 of the Registration Act)

i hope you would be kind to answer one more query of mine.For the USA Power of attrney i was told Notary attestation is enough but as per the Notaries Act such notary should be from a country that has a reciprocal arrangement with our country.In the absence of an Agreement do we need Indian counsel attestation ?
