Unfinished construction and conveyance deed

Dear Experts, Greetings.

I am a flat owner in outskirts of Pune. Possession of the flats is handed before around 2 years. Housing society is also formed during same period. Now the builder is making hurry for conveyance deed. But he has left some major construction work unfinished which he is deliberately delaying.

Question is:

1. What action can be taken so that the builder finishes the work ?

2. After the conveyance is done, is the builder bound to finish the construction ?

The builder is lawfully bound to convey and there ends his responsibility. However, as consumers, you have certain rights if the registration is not beyond 2 years.

To make the builder complete all works, you may issue notice listing all unfinished works and in the event he does not oblige, you can sue him as an association for deficiency of services in the district forum/state commission.
