technical resignation

Sir i am currently doing training in bsf having 4200 grade pay nd got selected in cisf another central govt having same grade pay .How can I protect my salary or method to resign without paying my training charges ,get redemption from charges.plzz give ur valuable suggestion how to get technical resign or noc or lein so that i shall not oblige to pay them my training charges.
