Technical resignation

sir i am working tech 3 SERly trough rrb kol wef 23/2/13 before joining i appear same post exam Erly on 23/2/2012 and empaneled 6/1/2014am handicapped person and my family members are seriously I'll cardiac and neurological .so please help me which processed I join the new service can the service and bond continue .I can I take technical resignation if my parent department not eclectic it or present department not receive it what do I .please give me rule no and suggestion.
