Summons/warrant issue process in delhi high court

Dear sir

This is sepcific query regarding summons process issue by honble High court to respodnents after filing of a petition

1. Whose duty is it to send summons and see that these are delivered

2.How many attnptsb are made to deliver summons

3.Are these sent in person by process server of court to party ?

4. What are charges if any to be paid by petitoner?

5.if hobnle judge orders all modes. Have any charges to be paid by litigant say for speedpost mode

6.is email or mobile sms delivery acceotabkle to high court now?

7.Who has to arrange speed psot delievry ? litigant or the court staff?

Most of litgants are harassed at entry statge itself.Summons are del;ayed. and justice is delayed.

Secondly comming to method of service of summons by Hon'ble Delhi High Court, it is ahead of all the High Courts in the country. The extract of recent news item is repreduced below:

Thanks sir, Coming for former judge it is very credible .I saw the court rules on websites. That gives framework of rules (policies ) but no where detailed procdure and fees applicable are given.

The litigants are not aware as to how summons are servcied by honble court .hence they are expolited and caes are delayed by repeated adjournm,ents. That is why I wnted tio go through details.

The servcie of summons branch is having lack of staff and is ill managed even in high courts.That siwhat i observed by personal experience.

It seems justice is bocled by vested parties right at opening statge of case.
