Society transfer of shares

I purchased a flat in Dec. 1999. I paid stamp duty on this resale agreement but have not registered this resale agreement. Our society was under administrator and now handed over to us. We formed working committee comprising Chairman, Secretary etc. Now Secretary is asking me to register this agreement for transfer of shares. I need your advice on this.
