service bond transfer

Sir i am working in a rural bank which is sponsored 50% by central government then 15% by State government so its a public sector.now i have been selected in GIC RE which is central government sponsored. So now Gic is ready to accept bond transfer but my bank is not willing to transfer bond. So to join gic i am paying 2 lacks bond amount to get relived from bank. I had also taken an NOC from my bank to attend GIC interview. So can i get my bond amount back by filing petition againt the bank for not transferring the bond.
