relevancy of rules to govt departments

dear sir,

injunction taken along with partition in the year 1989. 

1- Banks are supposed to inquire before disbursing of loans about the title deeds on marketable, clear  titles etc discretely through panel advocate in Sub Registrar offices (search report etc.) and conduct impartial enquiry on the primary security and collateral security.

 

2- Is the same applicable to Muncipal corporation, APSEB, and other govt departments

3- If not, why the variation and hence putting blame on Banks only.

4- On giving written complaint also informing that the property is under injunction, which is pending in High court (Properties list are mentioned in High court web site), The Municipal corporation is not taking any action and informing to go to Court. 

5- public notice published in newspaper as per directions of court are  applicable to Govt Departments like Municipal corporation who give permission of constructing house, APSEB for giving commercial connection or not.

6- use of official website of High court on listed properties (pending litigation )to Govt Departments.

please reply as i have been denied by Municipal corporation, Anantapur.  They informed me to go to court inspite of giving written application that the properties are under injunction of court and no action has been taken.  This is leading to mutiple litigation in court .  Please reply
