Regarding police complaint

Recently my brother went to put fence around the property registered under his name in Village near Hosur, Tamil nadu. During this activity, few of goondas in village came and beaten him up and threatened him not to put any fence since they have made illegal ways to their lands through our land without even informing us. We have the video proof of the event and when my brother mentioned he would go to Police station and complain, they threatened and mentioned that they will adjust the case to whatever level we try to go and we can bribe any official.

We have lost hope on police as well due to this. any idea on wat we can do on this?

This threats should not stop or discourage your brother from approaching the police with a criminal complaint for assaults and criminal intimidation and persisting threats including criminal trespass. 

If the local police is not responding or cooperating properly he can approach either the higher police officer with a Similar complaint requesting to intervene and direct the concerned police to initiate legal action on the complaint or approach the jurisdictional judicial magistrate court with an application under section 156(3)Cr.p.c seeking direction to concerned police to initiate legal action against the culprits. 

After that you can file a suit for permanent injunction against them to restrain them from interfering in your possession and enjoyment of the property.
