I am working in an autonomous institute which follows the CCS rules. My juniors in the same rank and designation have overtaken me eventhough my confidential reports are good and I am qualified for the higher post to which my juniors have been promoted. Is it possible under CCS rules ? Kindly advice.

what is the bench mark of ACR for this post?
whether this is selectio or non-selection post?
if selection post whenther these persons were withing recruitment zone.
Whether the vacncies were fo the saem recruitment year or back log vacvancies?
whether the postsw were reserved for SC/ST and whether they are SC/ST?
