promissory note or iou form

is it mandatory to get a promissory note stamped? what is the status of unstamped promissory note? what if a person has given me a promise in written to repay me at a particular time on a plain paper with a sign and date on it? is it still enforceable as a promissory note? will a promissory note without stamp be treated as iou note?
