Right to freedom of speech and expression is guaranteed under Art. 19 of the Constitution of India and there exists several laws that restrict its wrongful application.
With respect to youtube comments, youtube in itself has poslicies that filter 'hate speech', 'defammation' etc, and even Indian laws exist to prevent use of social media platforms to spread sedition, hate, false news etc, for example under the IT Act as well as the IPC, where such acts can be punished with imprisionment and fine.
But in most situations involving state functionaries such criticisms put forth are to be considered as constuctive criticisms and only rarely are FIRs lodged, that too only if it is extremely derrogatory or threatens the security. After all India is a democracy.
