Modification of will

My late Father had made will in 2007, Now Mother wants to modify it can she modify it?

1. Ownership Apartment : Mother wants to put a clause that My Brother cannot sell this flat after her death , if he does then equal share should be given to  Elder Son i.e. me

2.  All Other Finances, bank Deposits, Bank Accounts , Lockers to  be  divided equally
