Mhada property transfer

Hi, I have got a case where in a party has purchased a MHADA flat against some consideration from 1st party before 5 years. The party had a power of attorney in its name, which has now expired. What is the way to transfer this property (including mhada transfer) if the party wants to sell this flat now. Stamp Duty of first party has been paid.
