Maintenance allowance out of leave encashment

the court had ordered my husband's organisation(air force) to pay me maintenance allowance from my husband's salary. till the time he was in govt job i was getting it.

here air force act 1950 comes in force which allows central govt to award maintenance allowance to dependents. 

after his retirement the maintenance allowance had been stopped, since there was no salary.

my husband had also not not  applied for any of the retirement benefits like pension, gratuity, accumulated leave encashment etc. without applying the pension, gratuity, accumulated leave amounts will not be released.  

the court had ordered to attach the movable property and what ever is received out of it the arrears may be paid to me. this is taking too much time and my husband is very smart since nothing on his name.

request to advice me on the following 

  1. can court order to pay the organisation to pay the amount out of pension / gratuity / leave encashment which is still unpaid and not given to my husband since he has not applied for these.
  2. if yes , then under which law and section
  3. how section 151 can be applied in this case.
