MACT Accident while crossing bridge between two districts

an autorickshaw with permit in one district (normally stands on the ferry end of that district) usually

buses halts there. he gets most of his passengers to the other end of the bridge from where

next district starts. accident occures while he is in the other end. he has the permit to ply

vehicle in one district only(where he ususally parks his auto). is there any margin for permit

or any decision to that effect that no strict view to be taken? can the owner exempted

from paying the compensation to the victim or to the insurance company (by pay and recover)?

this kind of violation no way affect the claimant. Normally courts used t pass order Pay and recovery

thanks for ur reply sir,  

i am the owner, i am search of any decision in favour of the owner to avoid pay to claimant 

avoid pay and recover. 

in this case whether it has to taken that strictly, normally he gets most of his trips to the other

side of bride not a case of going 10 kms into other district.. 

i am in search of something favourable to the owner..
