Is it possible to refund excess paid stamp duty ?

Dear Sir,

I had registered a property on 26.03.2013[Hakku Vidudala]. At the time of registration I searched in the Govt. web site https://www.registration.ap.gov.in/home.jsp in that for Release of Title Deeds stamp duty is 3%. But Registration department people were informed to pay 6% stamp duty. After hearing from them, I had paid urgently 6% stamp duty and registered. After registration I learnt that only 3% stamp duty for release of title deeds. My humble request is whether we will refund from registration dept. or not, I want the procedure for getting excess paid stamp duty from Revenue depart. is it possoble or not? please give ur valuable suggestion.

U give a application with reason and give one affidevit about u paid excessd stamp duty at Deputy Collector or Collector office and u attached a registered document with application and the rate sheet of property as per government  record then they refund a excessed amout in your name (15% less of excessed amout).
