inquiry about my RTI request

I filed RTI but CPIO failed to produce those documents which im seeking for. I listed them a list of five documents but i got 3 out of them then i raised my concern to the APIO but he disposed off my appeal by saying that i agreed to the CPIO so this appeal is not worth but i went to CPIO to collect the documents and they asked me to sign it as you received and i submitted them a copy of aadhar card also the CPIO told me that those records doesnt exist so even CIC will too deny your request. I doubt that CPIO & APIO both are from same deaprtment and thats the agreed to each other but please help me out if CIC can help me out?? if i forward my concern to CIC??
