Our is just 13-14 flats sceme, there is no society as such but 2 members have formed a body, but the behaviour of one of the body member is not good, what action we can take ? e.g. he has put a lock to water lifting electric motor room. And speaks very roughly if we ask for explaination, please suggest what action we can take? not there is no registered socirty formed yet.

This is Adv. Rohit Dalmia from Mumbai. As you said there is no society formation. You need to form an adhoc committee to maintain the day to day afairs of the society.
Further, you need to form a registered society. Those two persons cannot arbitrarily do any act on behalf of all the memebers. You all may together form a seperate adhoc committee and manage the affairs of the society.
