Goods taken and not paid for by taker

The gist of my case is this:

1. I live in city A and had goods stored in a movable warehouse in city B

2. A person in city C requested me to use the warehouse and asked to break the locks so that he could use the warehouse as I wasn't in city B at that time.

3. Based on his verbal commitments and an agreed upon fee (which he did not pay till a year later after occupying the said warehouse), I agreed

4. I did not take any deposit despite the value of the goods in the warehouse as I was trusting of his intentions

5. We are both in the same business and most of the goods in the warheouse were usable by him as well.

6. A year later when I asked him to return the warehouse, I found goods to the tune of INR 8,00,000 lakhs missing

7. I have written communication from him agreeing that they are missing

8.  He is making me run from pillar to post to get these goods back and is passing off worn goods to me which are practically useless

 

What can I do to get a fair return of goods and compensation for my not being able to conduct business while he was in possession of my property.
