Both have different powers. Mahila Ayog is not an invetigating agency it acn only recommend or direct investigation on particular case through CAW or other investigating agency. CAW can do so without any recommendation.
But CAW can not recommend or direct in such a way.

Both can not investigate, I know that & both can never recommend to each other for reconcillation also.
Am I right?

CAW cell is basically Police-Offshoot. Its a reconcilliation cell formed by police to sattle matrimonial disputes in pre-FIR stage.
Mahila Ayog is under ministry of women & child development..............I think

No, DCW can not register FIR, the same has to be referred to some PS or CAW Cell.
