Permissions needed to host adventure sports

I am planning to start an arena for paintball.

I already own a piece of commercial land, since this is an outdoor sport, I don't intend to construct anything on the land.

So, in such a case, what permissions would be required to setup this arena?

Would a simple proprietorship firm do?
