Noc from Mhada to sell flat

I need to sell my flat allotted to me in lottery by Mhada, as 5 years has been passed and society has been formed but handover from mhada has not yet been taken over by society office beriars due to internal dispute between mhada and society managing committee members and still we are paying maintenance to mhada, in this regards do I need to take Noc from mhada to sell my flat ? if yes then what would be the formalities? currently I do have a mortgage on mhada flat and I remember mhada has issued noc for getting loan from bank, after clearing bank finance, do I need to make any formalities with mhada ?
