Transfer is very much possible, and yes the cooling period of six months is not mandatory.

the cooling period has been reduced to one week from earlier six months by recent APEX COURT judgment.

However both parties should have settled all issues and it will be MCD and not one sided.

What the lawyer told you about transfer refers to the recent judgment of the Supreme Court wherein the Court held that rather than transferring matters, matters should be conducted through video conferencing.  However, the same depends on the facts of each case.  No blanket rule as such can be followed.
