Cooperative loan refusal

I am DDO in central govt office. There is a Cooperative society which disburse personal loans to individuals. DDO has to sign the loan application and EMI will be deducted from salary of indv. Can DDO refuse to sign the loan application if applicants net take home salary is less than 2/3 rd of the gross salary. Any govt rule regarding this. kindly clarify. Thanks
