Use of minor children for filing false case and for giving false complaint

X is a person who got married for the first time and had one child from that wedlock after sometime he left his first wife and child (divorced). He again got married for the second time and had two children from that wedlock (one girl & one boy). He again gave divorce to his second wife. After some time he got married for the third time. Presently he is living with his third wife and with the children of second wife. Y is a person who is his next door neighbour. Now the X has eyes on the wife and the daughter of the neighbour. Y gave a complaint to police but nothing happened. So Y approached the illaqa magistrate u/s 190 & 200 Cr.P.C. and X got booked u/s 354, 506 & 427. After that X started giving false complaint to police using his minor daughter against the son of Y & against Y. So far three complaints has been dismissed by the police. after that he started using his minor children for filing false cases against Y and his family members. So far 7 cases has been dismissed. Presently 23 cases has been filed by the X against the neighbour and his family. Felling unsafe there. The neighbour has moved to some other place. Suggest some remedial action for this.
