Query and need evidence

I would like to know, if caw cell have transferred the complaint to mediation then can caw cell or an officer intervene between the proceeding and call the respondent for counseling sessions too? I mean can the process run parallel to each other? My knowledge saya that once it has been referred into mediation, caw cell have no right to intervene. Can i get some guidance and real examples.
