how state consumer commission can set aside a reasoned exparte final order of a dist.cons.forum? do they have jurisdiction ?

Thanks for those who have responded. But how to prevent state commissions setting aside exparte final order given on Merritt and remanding to district consumer forum again for de novo adjudication. The state commissions can either allow or dismiss the appeal filed u/s.15 of CPA but not to remand the case to lower forum!
