Exam query

Can anyone help me with this question of IPC asked in the main judiciary exam-

A has an inkpot with him. B wants to fill his pen from that inkpot. A doesn't allow but B takes ink from it. Has B committed any offence?

I am surprised to note these types of questions on petty incidents on IPC in the main judiciary exam.  These acts are petty in nature where IPC can not be applied.  If it is a property with value attached to it, then it may become an offense if the wrongful loss is established. Police can neither register such complaints nor party can approach any court for these petty violations having no substantial monetary value.

Purely technically speaking B has committed a crime of theft, but will not be punished considering the almost negligible monetary value of the crime. This query may be considered valid for a question paper but it is not practical and appears to be purely childish.
