Defamation case against government official by subordinate

My father retired 2 years ago as joint director in a Central government department. His last position was in Delhi. During his stint in Hyderabad, he was regional director and had recommended for disciplinary action against one of his subordinate for illegal activities and forgery. My father was also witness to the case between that subordinate and the Central Govt of India. The subordinate had been denied promotion and transferred as disciplinary proceedings.

Recently he has retired with all the superannuation benefits. Now he has pressed defamation case in Hyderabad sessions court against my father for a huge sum citing mental agony, loss of reputation etc.

My question is how to respond to this allegation. Shouldn't the Govt of India be the party and My father had only discharged his duties as a Govt servant.Can this case hold water?
