Dda flat query

Hey, 

I live in DDA LIG Flats Harinagar on Third Floor. Before the death of myfather one of my elder brother had already tranfered the second floor on his name which was alloted by the government to my father. This third floor(which was roof 25 years back) was built after the allotment. My father has not created any WILL. We have only electricity bills and water bills as proofs that we live on this floor. So i have few Questions regarding this property.

 

Question 1. Can i register this third floor separetly on my name in the registry office regardless of NOC required by any of the elder brothers or sisters?

 

Question 2. Do i need any NOC for the Registry? if yes , From whom?

 

Question 3. Can i sell this house if registry is done successfully?

 

Question 4. if registry can't be done or is not possible , what can be the SOLID proof that this house is on my name?
