Simply you can submit your complaint against the pet dog to the local municipality for necessary action to prevent dog menace

Just file for partition suit and get your share demarcated

Give information to DM, SDM or any Executive Magistrate via police report or application supported with evidence like statements of neighbours regarding dogs attack so that he can pass conditional order u/s 133 (1)(vi) of CrPC.
