Recovering money owed on personal relationship

Hi,

My father has lent Rs. 200000 to one of his friends during his tough with the promise of getting repaid within 15 days. However, it has been over 9 months since and he hasn't paid 1 penny back.

As he had approached on a short notice, the funds were given vis cheque. The friend had been promising and issuing fresh cheques citing reasons that his out-country has not yet been liquidated. Inspite of sending legal notice nothing has turned out. Moreover, someone suggested to lodge a police complaint.

The police promised to help with recovery, but lately the officer himself is avoiding to meet my dad and assuring the amount will be paid.

Need help in recovering this money, as my dad is retired and the money constitutes a huge amount of his savings.

Please help
