Under Sec 465 468 of IPC

              My client filed an application against the accused under sec 465 468 of IPC. The fact of this case is that in the way of farm of my client has been stoped by check dam about this check dam accused submit an agreement about the way of my client. This agreement has been given by 11 farmer amoung them someone only using the way of my client my client never given permission to construct the check dam yet on behalf of the agreement has been submited by the accused the govt constructed the check dam. This way accused cheated my client and also govt to construct the dam. The accused submited agreement with the sign of 11 famrmers about the farm way on Rs 20 non judicial stamp and this agreement is not been notarised So if I want to file a complaint against the accused I can do it and also police department also not taken any action agaist the accused so what can i do in this matter
